  16. Annette Reburn - Researching Hotel accommodations for Birmingham.

-         One Call Liaison breakout sessions at SEUFPC 3rd quarter meeting. (Claudette Campbell) One meeting per year the day before the SEUFPC meeting.  Share programs and products to coordinate our efforts.  Users group from the NTDPC (subcommittee) was suggested by Steve Stull.  Dan Simpson suggested the Damage Prevention Conference as a venue. Motion passed for session with SEUFPC 4th Quarter meeting in Birmingham. 

-         EXPO –Fiona Bowen needs volunteers for Booth & Panel Discussion. Set conference call fro Monday the 23rd 10 central to 11 am for panel discussion topics. Promotional Items- Steve Stull will send an email to everyone with Tim Brubaker/ address for storage of handouts. Sign in sheet for the Booth at EXPO.

-         Positive Response (Mark Slover) Concern about timeliness of locates and encouragement to utility owner operators to be more aware of this problem.  Main excavator complaint.

-         Locate rodeo- The rodeo is a competition for all utility locate technicians throughout the nation.  Basically the competitor s will pay an entry fee and the winners will receive cash awards and other prizes. There will be different types of competitions to accommodate the different methods of utility locating.  A banquet will be held the night of the competition. The 1st rodeo is scheduled for 2002 Expo in Macon Ga. Currently Mercer University is a possible site for the competition; the committee is meeting with them in the next month or so. There is still much work to be done in the development of the rodeo. Many companies are supporting the program including utility owner/operators, equipment manufacturers, contract locate companies, private locate companies and the Staking University (Locate technician training facility). Anyone interested in joining the committee or wants information on the progress can contact Tim Boatfield at tboatfield@gaupc.com

Locate Excellence- This is an incentive based program designed to recognize locate technicians who exhibit the best qualities of their industry. The program is much like Delta’s Frequent Flyer program. There will be different levels of achievement and as you reach each level more advantages and prizes are available to you. Many companies are on the committee including utility owner/operators, equipment manufacturers, contract locate companies, private locate companies and the Staking University. The program is still in development and is scheduled to start in Jan 2002. Anyone interested in joining the committee or wants information can contact Holly Files at hfiles@gaupc.com .

Policies for marking fiber in building entrances?

Providing Equipment manufacturers with Dig Safely video.
Equipment manufacturers will be targeted by each state one-call center and Utility Owner/Operators will provide videotapes. One web site for contacts per state is the AED Associated Equipment Distributors – www.aednet.org .

# DIG – Ala Is actively involved in SunCom and requested the #DIG and they are interested; they are at the engineering level. Southern Link is the only provider in Alabama that has the service now. Mary Ann Floyd out of Arkansas is approaching Cingular. AT&T is up in every state including Alaska, except those where they don’t provide service.  If you hear of any one having problems please let Danny know and what error messages the caller receives and where they are.

HDD Rodeo Sponsorship of 2002.

NTDPC- Task team is looking to provide a damage prevention message to the HDD group.  Was accepted as part of their training.  10 companies reporting damages, highest from HDD damages was 40% and the lowest was 2% (was a new company) 1999- 20.2% & 2000 - 19.3%. 

Benefits of cooperatively advertising in publications- Claudette Campbell talked about looking through a magazine and there were advertising for Ga & Fla with the same message on opposite pages. Regional advertising is important for the One Call centers to coordinate advertising to save time and money.

Trenchless Technology update. – Mike McCrary is the chair of the HDD task for team (NTDPC) board of directors of the HDD consortium.

Status of damage prevention efforts by company (All) Mike McCrary & Steve Stull will discuss damage prevention of HDD during the Damage prevention Convention in Dallas.

SOCS- Met in Dayton and the liaison breakout was developed and the supervisor breakout went well. Good feedback from the supers whose next meeting is in Atlanta on Oct 8th-10th. Next SOCS meeting Nov. 8th-9th in Nashville.

Call Center Updates

ALA - 2001- averaged 13% increase in call volume, a lot of fiber rebuilds that finished. Now a major sewer rebuild is increasing tkt volume in rural areas they are rebuilding fiber.  DP is new and is building -         a report with excavators, redoing excavator manual from BellSouth.  Looking into enhancing the mapping system and evaluate what type of system they need.  Members are resistant to the change.  Changing the rate schedule, they haven’t been changed in 20 years.  Not charging by the transmission but by the mile of plant.  Just completed a membership survey to update their contact information. Will help to identify who should be receiving Design locates.  Started web ticket entry program.  Allow members to view EOD reports over the web.

GA - Old OCARS system took until 6AM on Friday morning to deliver the EOD reports.  Then we had a problem with the phone lines giving a busy signal.  In Metro Atl about 100 of our members did not remap their facility.  We went from 6-8 transmissions per ticket to 21-2200.  Had problems with the PRIS phone system, then problem with the server.  Passwords from OCARS were corrupt and were not able to convert into Irth passwords.  The map has not been completely updated by the State of Ga.  The UPC Board negotiated with the state to pay for the labor to update the map.  We will be creating a PDF file the members can down load and print themselves.  The phone switch was struck by lightning as well. We have extended the hours from 7AM –8PM M-F and 8Am –4Pm on Sat. Volume is decreased 12% due to ticket life extension.

TENN - Volume is down reports show fiber installation work was 20% of volume last year and this year less than 5%. Released version 2 of their new software they are partnering with other states and working on version three. Damage prevention committee 24 utilities are reporting damages and compiling data to use for education.  Taped footage for the law enforcement video should be out at the in of August/10 –12 minutes in length. How do you enforce the law? Target audience is the entire public. Color code cards with information for law enforcement on how cops can implement the law.

NC - Decrease of call volume by 11.5%, they extended the life of the ticket and did studies of restakes to pinpoint problems. Due to these efforts and smaller grids they have had a 9.2 % decrease in transmissions over last year. Have the excavation manuals & have them in Spanish. They have a Spanish employee to help with language barrier. Change the law for mandatory membership, seems to be no opposition. DOT exempt. Dual operating system in main office and satellite office giving different ticket numbers. 20-25 CSR’s work from home 1/3. Web entry users can now map the grids for their tickets.

FLA - Spanish version of excavator manual but is having problems with dialect and choosing translator. Call volume slight decrease over last year. 3.69% decrease from last year. Incoming 1.46% decrease due to grid size reduction. Rolling over to AGT in Feb at the latest. Attended or had a presence at 200 meetings last year and still expanding partnerships.  Legislative workshops Aug 1st Marco Island, Aug 23 at Lake Monivesta and Tallahassee Sept 10th. 4th DP person is now working with Linda W. Have a new executive director in place Mark Sweet he has 16 years with Florida Power.

MS - After June they are down 2% from last year. Due to completion of fiber route installation and reduction of restakes. Out going call are up by % due to increased membership. 56% of call volume is phone, 15% is email, web ticket entry is 3% and fax is 26%. New damage prevention coordinator has been hired- ex bell employee, divided state in to territories to cover. Have gone to 24/7 and are thankful for the help of Tenn One Call to cover these hours.  224 after hours calls in the month of June 1 % of all tkts for the month were after hours. Miss. Municipal Service Co-handles insurance for municipalities in the state and are targeting municipalities who are not members to join the one call center. Requires municipalities to participate in local DP meeting and will give a break on premiums for those who participate. (Coming soon).  Possibly changing the law Jan of 2002- mandatory membership. They sponsor 2 racecars in Miss.

LA - Just had an update of their law and is looking into an agency to enforce the law. 50% goes to agency and 50% goes to damage prevention fund. Are requiring survey tickets or design requests can be located, provide plats or other means to indicate where the facilities. Penalty is utility has no right to pursue damages.  Aug 15th new law goes into effect. Digger’s night out Oct 25th & Baton Rouge Oct (450-500) University of La at Monroe. Food/door prizes and presentation. Draw polygon in database to identify members and partner with La Associated General Contractors (AGC) & equipment rentals. Have a committee and have all the stakeholders on it. Have a funded and free part of their advertising campaign. Spend about 100K on Radio advertising & paper ads. 34thousand incoming and 254 thousand out going. 5-7% ahead of last year. Education at ULM- they have a construction school with 200 students/ associated links (Associated Schools of Construction/ www.ascweb.org) & American Council for Construction Education/ www.acce.org ). Partner with La one call on Digger’s Night Out and are currently educating students about La one call. They are willing to partner with the SEUFPC on developing a lesson plan for Dig Safely with nation wide one call links provided to students. - AT&T- Damages due to no locate requests have increased and are meeting with the state one calls to get the message out again.  EVN letter communication is improving.

- ULM- In their safety classes a place where they can start and end each session with a PSA or Video something about 10-12 minutes.  Get this information to Keith, he will show as many as possible and provide a syllabus to show what his is showing.
