MEETING MINUTES FROM ATLANTA, GEORGIA

July 12, 2000

OLD BUSINESS

Minutes for the first quarter meeting approved.

*Dig Program

*Dig is changed to #Dig. Sprint PCS is committing to nation wide coverage, Terry Zachman will meet with them in two weeks to work on the start up. AT&T Wireless has committed 26 switches at a cost of 2K per switch. Los Angeles is activated now with more cities to follow. We need to provide documentation of advertising in the amount of 50K to AT&T.  Possibilities include adding a tag line to PSA’s for Dig Safely. Action Items: Claudette Campbell will work through One Calls of America, Keith Walker will work on BellSouth Wireless.  Dan Simpson & Danny Barrett will contact Verizon.

SOCS Update

Annette Reburn - SOCS discusses happenings industry wide, sharing information, experiences, problems and solutions.  The meetings now have  a theme or specific topic to focus problem solving energy of the group.  The new format also includes breakout sessions.  Topics include budgeting for damage prevention and developing a video to demonstrate actually calling in a locate request (possible partnership with Dig Safely on this video concept.)

Annette Reburn - Update on situation in Huntsville, Alabama where a second One Call center is proposed.  A hearing was held in which several members of this committee testified and contractors sent letters of opposition.  Due to these efforts the judge has intervened to allow other stakeholders to come forward. Ruling may come out Monday July 17th of this year or may be delayed until August.  Action Items: Terry Zachman & Annette Reburn will provide updates when available.

Trade Show Involvement

Utility Expo 2000 - August 2nd in Macon, GA, at the CentraPlex. Everything is in place. Sprint, WorldCom, Williams and AT&T have committed to man the booth.

Sprint has graciously offered to pay the fees for the booth at the Expo.

Action Items: Dan Simpson & Terry Zachman will set up the booth. Danny Barrett will supply membership letter for the booth. Holly Files will combine logo with solicitation letter for new membership. Also provide letter to Brad Martin and Mike McCrary for distribution.

Trend Analysis

Stan Umbarger - Stan has developed a database for the NTDPC to track "near misses", a possible damage that was narrowly averted. The purpose is to identify repeat offenders and focus our collective damage prevention efforts on these areas.

Path Forward

Tim Brubaker - The Implementation Team recognized that it was legally functioning as the Interim Board of the Common Ground Alliance. The Interim Board was advised and recognized legally all actions of the board would be recognized by a 2/3 majority vote, as described in the Bylaws. However, in the spirit of cooperation and continuation of the model used in the Common Ground Study and the Damage Prevention Path Forward initiative, the Interim Board members agreed to work together on all issues and decisions using the consensus process to the maximum extent possible.

The Interim Board passed the following resolution passed the following resolution - The Implementation Team will be recognized as the Interim Board of Directors of the Common Ground Alliance.

The next board meeting will be held on July 17, 2000. This will be a telephone conference call.

Promotional items are available through the UPC at a reduced rate

New Dig Safely key chain is perfect for rental companies to use for any excavation equipment rentals.

The script for the new Dig Safely video is in the final stages.

Work to include the states not involved in Dig Safely and try to encourage their participation.

Action Item: Claudette will identify states to focus on for Dig Safely.

Call Center Updates
Alabama (Annette Reburn)

Ticket volume is 19% over last year and there was a 14% increase in the volume of calls. Dig Safely is being promoted through bill stuffers and PSA's.

Florida (Brad Martin)

Ticket volume has increased 23% over last year but answer speed is down by 85%. Providing press packages for members and partnering with member operators to reduce damages. Have an official "Dig Safely Week" statewide the week of August 20th. Official name is now "Sunshine Call Center".

Georgia (Fiona Bowen)

Rollover into the new dig law has gone smoothly. They have sponsored 13 meetings through the state to educate the public about the new dig law. Will have another dig law meeting at the Expo 2000. Plan to hire more employees and still have the Liaison Manager "Digger Dog" position open.

General Discussion

Discussion about licensing process for boring contractors. Damages from directional boring are on the rise. Dan Simpson discussed the success he has seen with a beacon installed in the back reamer to track the true location on the pull back.

Each company discussed their damage prevention efforts and future vision.

Action Item: Mike McCrary will invite National Society of Trenchless Technology.
